QUINLAN —
After battling the city over a culvert for more than two decades, Quinlan resident Buford Wrenn said he has had enough.
“I’ve been through three or four different mayors and none can get anything done,” he said. “I’ve put up with this for 22 years.”
Wrenn said in 1990 the city came to replace a smaller culvert with a larger one to help the water flow. He said it was installed poorly.
“They wanted to put a bigger culvert in,” he said. “The top of the culvert is below the bottom of the existing ditch. Anybody knows you don’t dig down below the existing ditch and put a culvert there.”
According to Wrenn, because of the way it was built, it has caused his yard to flood when it rains.
“There’s never been a drop of water through those culverts,” he said. “Water goes all through my land and almost into my house. I have to wade through water up to my ankles to get to my mailbox.”
Wrenn said he is tired of seeing the way Quinlan is currently being run.
“I’ve lived here over 40 years and have never seen such a mess,” he said. “I’m so tired of putting up with them.”
Wrenn said he was billed for the culvert.
“They billed me $100 for it,” he said. “I told them I’d gladly pay when they do it right.”
