GREENVILLE — A Greenville man and woman have been charged with exposing two small children to a variety of illegal drugs earlier this year.

The indictments filed Friday against Justin Lashun Foster and Johnnie Frances Foster were among several issued by the Hunt County grand jury where children were the alleged victims.

A Greenville woman was indicted for child abandonment and endangering a child, for allegedly leaving her child alone in an apartment and a Dallas man was indicted for soliciting a child online.

— Justin Foster, 21, and Johnnie Foster, 57; both of Greenville, each received two indictments for endangering as child by act. The pair were alleged in the indictments to have acted alongside four other individuals in exposing two children of less than 14 years of age to cocaine, marijuana, PCP, amphetamines, opiates and more, and to have smoked and/or sold the substances from a residence in the 2200 block of St. John Street on or about May 4.

The Greenville Police Department’s Tactical Unit, Criminal Investigations Division, and Hunt County Sheriff’s Office Investigators were reported to have executed a search and arrest warrant at the home on that day. An undisclosed amount of currency was seized from the home along with marijuana, several different dangerous drugs, and “crack” cocaine packaged for sale. In addition, police seized scales and packaging material used for the distribution of illegal drugs.  The Fosters were taken into custody and two small children, a 2 year-old male and an 8 month-old male, were removed from the home by the Texas Department of Family Protective Services (Child Protective Services).

The status of charges, if any, concerning the four other individuals named in the indictments was not immediately available.

— Cecilia Mercedes Weatherbee, 20, of Greenville, received one indictment with two counts of child abandonment and one count of endangering a child. Weatherbee was alleged in the indictment to have left a child in her custody alone in an apartment for at least 90 minutes under “circumstances that exposed the child ... to an unreasonable risk of harm” on September 25.

The indictment also alleged Weatherbee “did not voluntarily deliver the child to a designated infant care provider.”

The indictment indicates Weatherbee was taken into custody the same day.

— Dominic Latrell Rylander, 23, Dallas, received one indictment for indecency with a child by sexual contact and one count of online solicitation of a minor. The indictments allege Rylander used email and/or text messages to solicit a female under 17 years of age to meet with him on July 7, at which time he allegedly molested the victim. The indictments indicate Rylander was arrested on the charges on July 24.
